Community Energy has come to Barnet

Repowering London has worked with Barnet residents to establish the borough’s first community energy group, Community Energy Barnet (CEB)

The CEB Journey So Far

  • With funding from the London Community Energy Fund, CEB completed feasibility studies on three Barnet schools in 2024.

  • In December 2024, CEB was set up as an official community benefit society.

  • In March 2025, CEB started five more feasibility studies on Barnet buildings, including schools, a college and a leisure centre.

  • CEB is looking to open a share offer soon so local people can invest in community energy and bring solar panels on local roofs into local hands. Please sign up to the mailing list to make sure you are the first to learn about opportunities to take part.

Be part of creating change in your community

Community Energy Barnet’s mission is to develop fair, low-carbon and community-driven energy infrastructure in the area. Its shared goal is to “inspire broader change towards a sustainable and resilient energy future for Barnet, benefitting both the community and the environment.”

How CEB works

With the support of Repowering London, a Community Benefit Society has been set up to run the project and hold the funds raised. These Societies are legal entities whose statutory purpose is to serve the broader interests of the community. This means that any proceeds from the project are locked into Barnet and delivered to local residents.

  • Local residents aged 16 or over, businesses, councils and others can invest in the Society by purchasing shares when they become available. Shareholders automatically become members of CEB.
  • To ensure no one is left out, Barnet residents can become a non-investor member for £1 and have the same say in how the project is run as any investor. 
  • The Society is run by members and a board of voluntary Directors (see below) who come from the local community. Governance of the Society is truly democratic because each member has one vote, no matter whether or how much they invest.
  • The Society can use funds raised from the sale of community shares to buy or install solar panels, which then provide regular income. Shareholders can expect to receive a reasonable return on their investment and get their initial stake back.
  • After core costs and investor returns have been paid out, any remaining income is given to a Community Fund which supports local priority projects.

Our CEB directors

CEB currently has four voluntary Directors. Their role is to ensure the Community Benefit Society is running well and to support its development with support from Repowering London.

Sarah Taggart

Sarah has a background in Corporate Banking and qualifications in Finance and Environmental Law.  She aims to prioritise climate action by focusing on the energy transition and raising awareness of positive action, inspiring communities in Barnet. 

Ella Fern Tanner

Ella is a publishing professional and a committed environmentalist, keen to take concrete action on the climate crisis by bringing community energy to one of London’s biggest boroughs.

Catalina Spataru

Catalina is a Research Institute Director with extensive expertise in energy and sustainability. She brings strategic insight and commitment to advancing the clean energy transition in one of London’s largest boroughs.

Michael Levitsky

Michael worked for many years in the international energy industry and in global banking organisations. He has also worked on climate policy and wants to help to accelerate the urgent transition to net zero.

Patricia Calixto Pires (Secretary)

Patricia works at Repowering London, engaging with residents about community energy. She is committed to creating a fair and sustainable energy system and building strong, resilient communities.
