Unlocking Retrofit for Blocks of Flats

A practical, people-centred way to make your block warmer, healthier, and ready for the future

Most retrofit programmes focus on houses, leaving blocks of flats behind. Yet over half of Londoners live in flats, and most of these homes have poor energy efficiency. That means higher bills, colder homes, and missed opportunities to improve residents’ lives.

 

If you manage, own or have decision-making responsibility for a block of flats in London, this project helps you take the first confident steps towards retrofit, without needing technical expertise or a fixed plan.

What we are offering

Repowering London is inviting blocks of flats to express an interest in taking part in our community-powered retrofit advisory programme.

You’ll receive subsidised feasibility and engagement support to help you:

  • Understand what retrofit could look like for your building
  • Engage residents early and meaningfully
  • Make decisions based on real building and resident data
  • Build confidence to move forward

This is about working with you in partnership to unlock progress, not pushing specific or one-size fits all solutions.

 

What you’ll gain

By taking part, your block will:

  • Get clear guidance on where to start
  • Support engaging landlords, leaseholders, residents and boards
  • Understand retrofit options and low-carbon technologies
  • Identify what works best for your building
  • Feel more confident making decisions
  • Be better prepared for upcoming energy and rental regulations
  • Be in a stronger position to speak to funders and delivery partners

You’ll finish the project with clarity, confidence, engaged residents and a realistic pathway forward to meet regulations, find funding and prioritise your delivery.

No technical knowledge is needed — we guide you through every step.

Interested in taking part?

We’re currently inviting blocks of flats from across London to express their interest in the programme. If your block is interested in exploring retrofit improvements and wants to actively engage residents in the process, this could be ideally suited to you.

 

We are predominantly working with privately owned blocks, but social housing blocks can enquire for future cohorts.
